Are you looking to create a sitemap for humans - users of your site; as opposed to the Google Sitemap that is created automatically (at http://www.yoursite.com/sitemap.php)...
If you can describe a little more about the page you want to create (bear in mind it could be huge - and you already have the merchant index etc.) I might be able to point you in the right direction...
