Yes - node 2596 still describes the general approach to converting an existing template into the header / footer etc. for a Price Tapestry installation however you might find the Classic template to be a better starting point for your project as the responsive CSS is standalone and not dependent upon any framework so the Price Tapestry generated parts of your site will be mobile friendly...
