That shouldn't happen unless there is a .htaccess file in /admin/ that is preventing access (it's not part of the distribution) - so could you check for that?
Alternatively, i'm wondering if a previous script that also used a /admin/ folder has been installed on your server and a .htaccess in the top level contains code to prevent access to /admin/.
I'm assuming that you are not getting an error browsing the top level? Both use index.php - so that would rule out your web server not being configured to serve index.php as the default document.
