Yes - but it's kind of depreciated, as you can now use the filters to achieve the same thing. Basically, it allows you to select which other fields from the feed you would like to append to the product description; together with any optional "prefix" text.
As an example, suppose your feed had a field called "DELIVERY_COST". You could check that field in "Extras", and in the prefix box enter "The delivery cost for this item is: " - and that text together with the delivery cost would be appended to the product description during import.
However, you can now achieve the same thing using filters, which support placeholders that can bring in the value of any other field in the feed; so if you added a "Text After" filter to the product description; and entered the text "The delivery cost for this item is %DELIVERY_COST%" if would achieve the same thing!
